Certified driving instructor and owner of Life on the Road Driver Education, Chuck Scott, joins us to discuss recent changes in Wisconsin’s driver education program on this episode of All About The Car.

Driver education has come a long way from sitting at a simulator in a classroom like teens learned years ago. Now, a combination of classroom, observation and hands-on experience with a licensed instructor provides thorough training for teens. This training is often administered by privately owned companies who are required to undergo their own rigorous training programs as well as required continued education each year.
 
Students in Wisconsin are now able to start driver education and get their temporary driver license (temps) at age 15 instead of the previous 15.5. Driving instructors have been fighting for this change for years. Starting at 15 would give young drivers a full year of practice with a licensed driver before they are eligible at 16 to get their full license. 
 
What are the requirements for a student to get their temps?
Must be enrolled in a drivers education program
Pass the temps test
Be 15 years old
 
What are the requirements for a student to get their full driver license?
Complete a driver education program that includes 30 hours of classroom instruction, 6 hours of observation and 6 hours of driving with an instructor
50 hours practice with temps license and licensed driver (10 of which must be at night)
Be 16 years old
 
You may notice that a road test is not listed as a requirement for the full license. That’s new! Wisconsin began to pilot this program in 2020. This was started during the height of the COVID-19 pandemic. So far, there has been no increase to teen crash rates since the program was implemented. 
 
Another change that came out of the past couple years is the option to learn virtually. Life on the Road offers three learning options to meet the education requirements:. 
Classroom – 30 hours with instructor in a traditional classroom
Hybrid – 10 hours in-person, 20 hours virtual learning
Virtual – 30 hours virtual learning at students’ own pace
 
Life on the Road currently has 4 vehicles and can instruct up to 4 students at a time per vehicle. Each vehicle is equipped with a passenger side brake to ensure the safety of everyone on the road, as students gain real world experience. 
 
One of the vehicles Chuck operates is a van that can be fitted to accommodate young drivers with physical handicaps, including adaptive hand controls. Chuck travels all over the state with his van to offer this learning opportunity to handicapped prospective drivers.
